MK702II - Duplicate RF Signal sent after learning device

Just opened my RKM MK702II Smart Fly Mouse and programmed the up/down/left/right and the OK buttons to the remote on my DIsh Network Remote control. They frequencies were learned, but when I attempt to use those buttons, they act as if I pushed the button twice. So, one push on the up button will send me two rows up on my navigation menu. Same for the OK - one press will act as if I pushed ok twice.

Did I do something wrong or did I just get a bad remote? If I can't get it working I'll probably notify people on Amazon's Review page so that they don't run into the same issue.

Is this a remote with a fly function in it?
